I like to suggest :

A. Bonuses from unhired crew members be in-effect. This motivates the player to hire and train all crew members. Right now, no incentive to disband any hired crew. And will be a matter of time this crew feature will not be managed by active players. Not good.

B. If (A) is considered then must obviously logically look at crew damage. Hired crew members subject to damaged health yet unhired crew members not affected but yet unhired crew member bonuses kick-in. So may I suggest for simpler coding - unhired crew member bonuses reduced by 60%. Cannot be reduced by more than 75% as statistically reducing more than 75% is as good as the present situation where unhired crew member bonuses do not kick-in.

Really do consider this. I speaking from playing games where players hire and fire and train generals in wargames. So they can mix n match as they feel appropriate.
