weapon fire speed

hi, my name kakarotz ... I come from asia and i play steel legions on European servers. I have two things I want to ask:
A. how to increase the speed of the shot, because I feel my shot speed is slower than the other players?
2. what you know about the weapon expert crew? what are the benefits and how it works?
